From 1 July 2025: New Ro‑Ro Infrastructure Charge at Felixstowe & Harwich *Postponed*

From 1st July 2025, a new RoRo Infrastructure Charge (RIC) will be implemented at both the Port of Felixstowe and Harwich International Port, replacing the current per-trailer examination charges. This update is a key part of the UK’s ongoing introduction of the Border Target Operating Model (BTOM) and will affect how RoRo freight is costed at entry points into the UK.

What’s Changing?

Since April 2024, the UK has been gradually introducing new import control procedures for goods arriving from the EU. These cover sanitary and phytosanitary checks, enhanced border security, and increased documentation requirements.

To meet these demands:

  • A new Border Control Post (BCP) has been built at Harwich International Port
  • Felixstowe logistics infrastructure has been expanded, with extra staffing and weekend operations now in place

Initially, Felixstowe adopted a per-exam pricing model due to the uncertainty of inspection volumes. But based on customer feedback, a more predictable and consistent pricing structure is now being rolled out across both ports.

How the New RIC Works

From 1st July, a flat rate of £14.61 will apply per laden import RoRo unit arriving at either Felixstowe or Harwich. Here’s a breakdown of how it will apply:

  • Charged per loaded RoRo freight unit
  • Billed to the customs declarant (typically the clearing or customs agent)
  • Replaces all existing per-trailer inspection charges
  • Applies whether or not the unit is selected for inspection

For businesses, this means improved cost certainty and fewer unexpected charges in their UK import process.

Removal of the RoRo Unaccompanied Cargo Levy

Also, from 1st July, the RoRo Unaccompanied Cargo Levy (introduced in 2022 to cover early post-Brexit infrastructure costs) will be withdrawn. This move supports a shift towards more streamlined and transparent Harwich port customs and Felixstowe import fees.

By replacing multiple overlapping fees with one clear infrastructure charge, the new model aims to simplify budgeting and improve compliance for importers.
