Operational Update: Port Strikes Scheduled Across Portugal

Industrial action by Port Authority staff in Portugal is continuing to affect port activity across the country. A series of strikes has been confirmed to run until 13 December, following ongoing disagreements between the union (SNTAP) and the national government over pay and working conditions.

These strikes apply to all major mainland ports, including Leixões, Lisbon and Sines, where several stoppages have already taken place during October and early November.

Strike Schedule

The confirmed strike periods are:

  • 21–22 November 2025
  • 25–26 November 2025
  • 28–29 November 2025
  • 2–4 December 2025
  • 9 December 2025
  • 12–13 December 2025

Each period runs for a full 24 hours from 00:00 to 24:00.

Nationwide Strike on 11 December

Separately, a nationwide general strike will take place on 11 December, organised by Portugal’s largest trade union federations (CGTP and UGT). This may cause wider disruption across transport services and could add further pressure to cargo movement during that week.

Supply Chain Considerations

Reduced staffing and slower vessel movements may lead to:

  • longer waits for berthing
  • slower container handling
  • disruption to feeder or transshipment connections
  • delays to onward inland transport

Monitoring schedules and allowing buffer time in planning is advised until the strike activity concludes.
