ICS2 Road and Rail Freight

From 1 September 2025, all road and rail freight shipments entering or transiting through the European Union must comply with the EU’s enhanced Import Control System 2 (ICS2).

ICS2 has been live since April 1st, 2025, with a transitional deployment window available to those who applied before 1 March 2025. That window is now closed, and any business not yet compliant must act quickly to avoid delays, refusals, or penalties.

What Is ICS2?

ICS2 is the European Union’s upgraded platform for managing pre-arrival safety and security data. It allows customs authorities to assess risks before goods reach the EU border, improving both supply chain visibility and border protection.

Release 3 of ICS2 applies to all road and rail shipments entering or transiting through the European Union, as well as movements involving Switzerland, Norway, Türkiye, and Northern Ireland.

What’s Required?

Before goods arrive at the EU border, a complete Entry Summary Declaration (ENS) must be submitted electronically. This must include:

  • A valid 6-digit HS Commodity Code
  • The EU EORI number of the buyer (mandatory for accompanied freight)
  • A full list of transit countries before reaching the EU
  • Clear and specific goods descriptions – vague terms such as “parts” or “samples” are likely to be rejected

Incomplete or inaccurate data can result in border delays, refused entry, or penalties, depending on the customs authority of the receiving country.

Who Is Responsible for Submitting the ENS?

In most cases, the carrier is responsible for submitting the ENS. However, this responsibility can be delegated to a freight forwarder or customs intermediary, depending on the contractual agreement. It is essential to confirm who is handling this step to avoid gaps in compliance.

What You Should Do Now

If you are involved in moving goods by road or rail into or through the EU:

  • Review your shipping processes to ensure ENS submissions are complete, accurate, and submitted on time
  • Confirm that all involved parties. including hauliers and freight partners, are aware of their responsibilities under ICS2
  • Ensure your documentation includes the correct HS codes, EORI details, transit routing, and clear goods descriptions
  • Speak with your customs representative or logistics provider if you’re unsure about any of the requirements
