The UK has taken another step towards the digitalisation of customs processes with the introduction of digital ATA Carnets, which became available from 1 June 2026.

The move forms part of an international rollout aimed at making the temporary movement of goods across borders quicker, more secure and easier to manage. Digital ATA Carnets are currently available in the UK, the European Union, Switzerland and Norway, with more participating countries expected to adopt the system over the coming years.

What is an ATA Carnet?

An ATA Carnet is an international customs document that allows goods to be temporarily imported into another country without paying customs duties or import taxes, provided they are re-exported within the permitted timeframe.

ATA Carnets are commonly used for:

  • Trade shows and exhibitions
  • Professional equipment
  • Sporting events
  • Commercial samples
  • Film, television and media equipment
  • Musical instruments

Traditionally, ATA Carnets have been issued as paper documents that must accompany the goods throughout their journey.

How do digital ATA Carnets work?

Rather than carrying a paper carnet, businesses can now register online and access their ATA Carnet through a mobile device such as a smartphone or tablet.

The digital carnet generates a unique QR code, which is presented to customs officials when crossing the border. Border authorities simply scan the QR code instead of processing multiple paper documents.

The aim is to make customs procedures more efficient while maintaining the same level of compliance and security.

Things to be aware of

Although digital ATA Carnets are now available, they are not yet accepted by all countries participating in the ATA Carnet system.

Before arranging a shipment, businesses should always check whether their destination country accepts digital ATA Carnets. Where a country has not yet adopted the digital system, a traditional paper ATA Carnet will still be required.

The international rollout is expected to continue, with the goal of expanding digital ATA Carnets across participating countries by the first quarter of 2028.
