
Increased Scrutiny by Chinese Customs
Chinese Customs authorities have recently implemented stricter export control measures, which are now causing significant disruption to outbound shipments, particularly for certain goods such as rare earth materials.
Several medium-to-heavy rare earth elements have been added to China’s export control list. Exporters must now apply for and await government-issued licences, and no comprehensive list of affected items has been published.
Customs officials are reviewing documentation on a case-by-case basis, leading to slower clearance times, uncertainty, and delays at several major ports.
Operational Impacts to Be Aware Of
- Containers being rolled to later sailings due to extended customs processing
- Additional charges in some cases, including storage or customs examination fees
- LCL cargo at bonded facilities, particularly in Shenzhen, is now restricted (shipments must instead be transferred to general warehouse facilities, or risk significant delays)
Note: While official confirmation of bonded warehouse restrictions is currently strongest for Shenzhen, similar inspection escalations and warehouse handling changes are being reported by logistics partners across other southern ports, including Xiamen and Nansha.
